The coolant recovery tank is part of a sealed cooling system. When hot coolant expands and exceeds the capacity of the radiator, the excess coolant flows into the recovery tank. When the engine cools, coolant is drawn by vacuum back into the radiator. The recovery tank is usually marked with a "Full Cold" indicator, which leaves a lot of space for excess coolant when it's hot.
