An engine block is the base for all major powertrain components including a cylinder head, transmission, etc. Meant to withstand huge thermal and mechanical loads, the blocks are designed according to the expected power, stresses, and durability. Racing engine blocks are designed mainly for those who want to squeeze more horsepower from their vehicles. In general, the main difference between racing motors and their factory counterparts is greater strength, higher performance, ability to work at much higher RPMs, and some specific possibilities you may need to adapt the motor to your requirements.
For instance, you may want to increase the bore diameter, change the stroke length, install roller cam bearings, choose between the wet or dry sump, and so on. While building a racing engine, much attention is devoted to the material; often, it's lightweight and strong aluminum with steel sleeves and main caps. Some manufacturers intentionally leave steel sleeves slightly protruding above the deck of the block, providing a so-called stepped deck option, an alternative to a wire O-ring meant to increase the seal pressure around the cylinder.
Besides, racing engine blocks are designed and built according to the highest precision requirements, using the most accurate honing and controlling clearances in all crucial areas. Also, aftermarket manufacturers find and eliminate pretty much any potential weak points of the stock motors, which usually appear when the factory powerplant is heavily loaded and/or operates at high RPM. A performance crankshaft is made ideally balanced, oil passages and holes are reconsidered to provide sufficient lubrication in all working modes, the piston design can vary to match specific applications, and so on.
