Is this the part that the rocker panel molding underneath the door hooks up to? My rocker panel underneath the car is rusted out and needs to be replaced, When the rocker panel molding was taken off is when the rust was to severe and we need to replace the part to our 2004 Toyota Celica GT.

Hello, this is just the outer rocker panel. This may cover your rust, but it will not stop it.
